Activities and outcomes of the SETS project

Through a literature review and focusing on outcomes from previous EU projects, the first step of the SETS initiative is to identify the skills gap required for green and digital jobs in SEOs. This identification process is validated through several focus groups. The consortium aims to establish key macro-dimension areas to design upskilling and reskilling training for different target groups: SEOs service providers, SEOs employees and managers, and job seekers and trainees. These trainings will be tested and piloted in France and Slovenia, and participants will be certified following the ECTS and EQF models, ensuring the recognition of certification among all Member States. All activities will be monitored through an impact monitoring and assessment framework, and the results will be compiled into a final impact report and policy recommendations to ensure the local effectiveness and European replicability of the training programs.

Skills- gap research

Academic literature review to identify the existing skill gap, the dimensions needed for upskilling and reskilling, and the main skills required for green and digital jobs.

Validation

Series of semi-structured interviews and focus groups, at regional (France and Slovenian) and European levels, involving SEOs and digital and green skills service providers, and further deepening the identification of upskilling and reskilling areas.

Development of trainings

Development of programmes and trainings based on the defined skills dimensions and twin skilling model:

For SEOs service providers

SEOs will be directly involved, through the participants’ networks, in the “codesigning” of specific skilling modules addressed at green and digital service providers.

For SEOs employees and managers

The training will be personalized and arranged according to the specific needs of the trainees resulting from a computer-assisted self-evaluation, and with the employment of adaptive learning technologies, so that the training content will be, in the end, adapted to the trainees’ real needs.

Piloting and testing

The modular learning trainings programmes will be tested in France and Slovenia, involving at least 60 participants in France and 30 in Slovenia.

  • Two re-skilling courses (one in France, one in Slovenia)

For service providers

The developed courses will be adjusted to the regional and local necessities; the outcome will be an up-skilling training course for 10 SEO service providers in Slovenia and 20 in France.

2 upskilling training courses for 10 SEO managers in Slovenia and 20 in France.

10 employees & job seekers in Slovenia and 20 in France.

Certification

The EIT Label for “non-degree-education-and-training” will be shown to certify the identified green and digital skills, along with professional certifications and accredited training.

To guarantee reciprocal recognition among different Member States, the training will refer to the European Qualifications Framework (EQF) model and the European Credit Transfer and Accumulation System (ECTS)

Impact framework

The project will be evaluated through the collective consortium effort in the identification of social, economic and cultural outcome areas, and indicators and proxies to be tracked.

Research templates, assessment methodologies, impact measurement and management tools will all be used for this goal; in particular, the Theory of Change (ToC, qualitative) and Social Return on Investment (SROI, quantitative) will be the main employed methodologies.
